City of Huntsville Proclaims “Manny & Mabel Day” in Honor of Life-Saving Emergency Response

During the March 9th City Council meeting, Mayor Travis Dotson issued a heartfelt proclamation recognizing the heroic actions of first responders and community members who saved a two-year-old child’s life during a medical emergency on February 25, 2026.
The proclamation honors:
- Samantha Freeman, Huntsville Volunteer Firefighter
- Officer Emmanuel “Manny” Manjarrez, Huntsville Police Department
- Madison County EMS Personnel
- Madison County Dispatchers
- Tyler, Logan, & Mabel Foell
Their swift, skillful, and compassionate response ensured the child received critical care and began breathing again—an outcome made possible by their teamwork and dedication.
In recognition of this extraordinary event, the City has officially designated February 25th as “Manny & Mabel Day”, celebrating both the strength of the Foell family and the unwavering commitment of our emergency personnel.
This day will forever serve as a reminder of the courage, compassion, and community spirit that define Huntsville.

In a world that often feels disconnected because of social media—where bad news spreads quickly and we can be too quick to judge or focus on the negative—it is important that we pause and celebrate the victories that truly matter to our families and our community. This is one of those moments. On February 25th at approximately 8:19 p.m., a local mother and father called 911 dispatcher Mickayla Littrell after their two-year-old child suffered a febrile seizure and aspirated during the episode. Officer Emmanuel “Manny” Manjarrez arrived on the scene within minutes and immediately took over primary CPR duties from the child’s mother and administered back blows to help dislodge all obstructions from the child’s airway. Shortly after, Huntsville Volunteer Firefighter Samantha Freeman and Madison County EMS personnel Maggie Nino, Dakota Rodgers, Jerry Parrish, and Kyle Sprenger arrived to assist. While in Officer Manjarrez’s care, the child began breathing again. As a precaution, the child was then transferred to Madison County EMS and then transported to Arkansas Children’s Hospital in Springdale for further observation. I am incredibly grateful to share that after speaking with the parents this morning, their child is safe, healthy, and back at home playing. The family also expressed to me their sincere gratitude of those that responded in this very difficult situation. On Monday, March 9, 2026, at 6 PM during the regular City Council meeting, I along with the city council will formally recognize This family, Officer Manjarrez, along with EMS and fire personnel, for their swift and lifesaving responses. We especially will acknowledge the family for their quick response as well as Officer Manjarrez, who was first on the scene and immediately went to work. This is a powerful reminder of the dedication, training, and courage of our first responders. Because of their quick action and teamwork, a family has their child home safe. Celebrating the Opening of the Buck Vaughan Family Athletic Complex

Huntsville came together on Friday, February 20, 2026, to celebrate a milestone decades in the making—the opening of the Buck Vaughan Family Athletic Complex, a new indoor practice facility for Huntsville baseball and softball athletes. The Huntsville School District hosted a heartfelt ceremony honoring both the future of our students and the memory of Buck Vaughan, Scott Harris, and Buck Evans, three young men whose lives were tragically lost in a car accident on March 1, 1990.

In the years following the accident, the Vaughan family established the Buck Vaughan Scholarship Fund, providing scholarships to Huntsville students and laying the groundwork for a vision that would one day become this athletic complex. Their commitment—and the community’s—has carried this dream forward for more than 30 years.

The ceremony welcomed the foundation’s original board members—Shelby Sizemore, Gary Box, Whitney Wilson, and Stacy Easterling—whose dedication helped preserve the Vaughan family’s intentions and played a vital role in bringing this project to fruition.

This facility stands as a testament to perseverance, community spirit, and the power of honoring the past while investing in the future. The City of Huntsville is deeply grateful for this extraordinary gift to our students, our athletes, and our community.
